Carter Planning was established in 2006 and is based in Windsor, Berkshire. The consultancy is operated by chartered town planners Mark and Jane Carter, providing town planning and development advice to a wide variety of clients in both the public and private sectors.

Mark Carter
BA (Hons) LLB (Hons) MRTPI FRGS

Mark is a Chartered Town Planner and non-practising Barrister with over 40 years experience of town and country planning matters.

He has previously worked in Local Government in both Dorset and Berkshire. He has worked as a Planning Consultant in London and the Home Counties, and as a Land and Planning Director for a house builder. Mark’s extensive experience and education enables him to provide a wide overview together with clear, consistent and reliable advice on a whole spectrum of town planning issues and procedures.

Mark specialises in advice on planning potential, planning applications and appeals or submissions under the development plan framework.

Mark is trained in negotiation and prefers to achieve outcomes which are satisfactory to all parties. However, if required he can also handle resultant planning appeals and can appear as an expert witness or advocate at planning hearings or inquiries as necessary, or supply the necessary written evidence.

Mark has given evidence on over 150 occasions and has represented a variety of clients from multi-national companies, to national housebuilders, local authorities, parish councils, housing associations and private individuals.

Mark is a member of the UK Environmental Law Association and the Town and Country Planning Association.

Jane Carter
BA (Hons) LLB (Hons) MRTPI

Jane is a chartered Town Planner with 40 years experience in planning.

Jane has formerly worked in Local Government in Surrey, Berkshire and Buckinghamshire.

Jane also has extensive planning consultancy experience where she specialised in planning appeals and LDF representations.

She was the town planner and part of the Environment Agency’s multi-disciplinary team, which saw through the completion of the Maidenhead, Windsor & Eton Flood Alleviation Scheme known as the Jubilee River.

Most recently Jane headed the Conservation and Enforcement Team at South Bucks District Council before leaving to join Mark in the expanding planning practice.

Jane has extensive experience in development control, enforcement matters and appeals.
